Its the most fucked up statement in the world. Doesnt mean anything and clearly doesnt show any intent.
Whosoever says “I understand” most likely doesnt. Else he wont be saying this in the first place!

Exactly! “I understand” is an abuse.
But when a lot of us say “I understand”, we mean “I don’t think what you are saying is unreasonable”, they rarely mean “I get it”.
Think:when we say “can this be done” we get answers like “no problem”…but what they mean is “it can be done”.
Setting a context is the key to map what people say and what they mean.
